class="date">19/02/2009 8:44:00 AM

THE Dog Rock Shopping Centre is undergoing a $8 million revitalisation.
The extensive redevelopment is expected to take nine months, with an anticipated completion date in September.

At the finish of the project, Dog Rock will become part of the myBoulevarde brand of local shopping centres and renamed Dog Rock Boulevarde.

It will join other centres in WA owned and operated by Cockles Pty Ltd – at Busselton, Newman and Kambalda.

The Dog Rock centre will undergo a complete interior and exterior refurbishment.

Externally, the centres’ upgrade will include new facades, entry statements and upgraded and modernised signage.

The car park will be resurfaced and redesigned to improve both vehicular and pedestrian traffic flows.

Internally, the focus is on improving shopper comfort, with the refurbishment including the installation of banquet- style seating in central locations on the lower level and a tasteful makeover of the public toilet facilities, with new feature fittings, benches, basins and tap-ware.

MyBoulevarde says it brings local shopping at its best to the region.

The Woolworths Supermarket and Liquor Store will be upgraded and become the company’s first store in regional Western Australia to receive the new store concept, which has been type='text'>CABOA to breathe new life in the Albany City District

Revamp plan for CBD
16th March 2009, 13:45 WST
Albany business owners and managers have joined forces and come up with a plan to jazz up the central business district.
Central Albany Business Owners’ Alliance has a vision for a revitalised city centre, which would give shoppers, residents and tourists a new level of enjoyment as they visit attractions and facilities.
Having met with David West from Premier Retail and Marketing, Adelaide, and discussed models for an improved city centre, CABOA has appointed a steering committee to create a business plan for the "business improvement district".
As part of the project, CABOA is hoping to gain the support from the City of Albany to put a levy on businesses around the area, which would support the employment of a street manager.
This manager would co-ordinate aspects of improving the CBD, including marketing techniques, beautifying the streets, special activities and entertainment, security, business training and other events.
CABOA was not concerned about specific issues with the area, and praised the City of Albany for the care it took in maintaining it, but its project took a different tack, CABOA chairman Davyd Hooper said.
Mr Hooper, of Dog Rock Shopping Centre, said it was more about making Albany’s shopping precinct more enjoyable and beautiful; for example, one of the ideas CABOA had was to have a local artist design and paint a mural on the plain side wall of Woolworths, which faces Lockyer Avenue traffic.
Mr Hooper said a survey revealed 85 per cent of businesses in the Albany CBD supported the concept.
The City of Albany is expected to consider CABOA’s proposal at its April meeting.
Albany CBD Developments

Long wait ends for CBD CCTV
PETER MORRIS
26/03/2009 10:06:00 AM
CCTV cameras designed to discourage unlawful activity and anti-social behaviour in Stirling Terrace precinct went into operation last Thursday.
Albany police welcomed the cameras, which are part of the Albany Chamber of Commerce and Industry and WA Police Albany Safe CBD CCTV Project.
Acting Senior Sergeant Derek Grimes said the cameras would cover an area which has become notorious for after-dark violence on a weekend.
“The aim of the police is to make Albany CBD a safer and more comfortable place for people during the evenings,” Acting Sen Sgt Grimes said.
“The introduction of these cameras will not prevent police from going about their current programs, but will enhance the service we give the public.”
“The cameras are not there to watch people walk up and down the street, or spy on them, they are there as forensic devices, so if something does occur, we have data to look at and act upon.
“If people aren’t committing offences they clearly have nothing to worry about.”
The 13 cameras run the length of Stirling Terrace – from the corner of lower York Street to the Royal George and are part of a pilot program, which if proves successful, will see more CCTV cameras installed around the city.
They were installed last week by Powell Secutity Services.
The Albany Chamber of Commerce first proposed the idea for a CCTV surveillance system along Stirling Terrace in October 2005, after vandals damaged a number of businesses and several people were injured in brawls, but the City of Albany rejected the application.
Last year the City refused to be co-applicants alongside the police and the ACCI on a National Community Crime Prevention Strategy Program (NCCPSP), worth $300,000 in government funding towards installing a CCTV system.
One councillor has been quoted as saying the cameras were an infringement of people’s liberties.
In November 2008, the Chamber announced it would go into partnership with the police and fund the initial stage of the CCTV project with $150,000 obtained from the NCCPSP.
ACCI CEO Graham Harvey said he was delighted the first cameras were finally up and running.
“Many times the chamber has tried to get the City involved,” Mr Harvey said.
“During our last meeting, the chamber asked the City if it would assist in the implementation of the cameras by granting access to council buildings or power poles so a couple of cameras could be installed and even that was declined.
“That is why we have proceeded with stage one of the project with the total support of the police and the business community.”
Albany Mayor Milton Evans said Council would watch with interest as the CCTV started operating.
“Council is committed to developing a ‘designing out crime’ strategy,” Mr Evans said. “On Friday I will formally sign a partnership with the Office of Crime Prevention to further develop the City’s stance against criminal and anti-social activity.
“These initiatives could eventually touch on CCTV, so we will take a close interest in the outcomes of the program now in place.”
The main server of the state-of-the-art surveillance system is housed at Albany Police Station and will record 24 hours a day.
<a Developments

Busselton CBD Site Proposed for New Administration Centre (30th May 2007)
MEDIA RELEASE
Community input would be sought during the creation of a concept design for a proposed new Shire administration building in the Busselton CBD, south of the current Library.
A recommendation to develop a community consultation strategy before commencing the design process for the proposed location is on the agenda for the next Council meeting on 13 June, 2007.
The next step is to prepare for the concept design process and build on more than six months of investigations into the Shire's current and long-term needs for administrative and other space from now (2007) up to approximately 2037.
James Christou & Partners Architects, plus engineering consultants, have recently completed a full assessment of the space shortages in the current building, its condition, and the Shire's future administration and site needs. The process involved staff and Councillors.
Shire President, Cr Bev Clarke, said a new administration centre was essential to the effectiveness of the Shire's long-term operations and the CBD site was potentially an important part of Council's overall vision of building a better Busselton.
"People who regularly deal with the Shire know that our building is far too small to provide residents with the best possible service because it was originally built more than thirty years ago for a much smaller community and has been added to bit by bit. The Shire is now the largest local employer, with annual operations of more than $40 million, and our accommodation needs will continue to expand as the region grows."
"Councillors have been listening to the community about accessing Shire services and are considering relocating to the CBD to better help residents as they go about their daily business. Developing the site would also lead to a long-term revitalisation of the southern end of the CBD, complementing upgrade plans for the northern CBD towards the jetty."
"We have to plan now for the future as our strong economy is driving strong increases in construction costs. A functional building layout will increase productivity and hence will save money for the Shire. We will select the best site for the Shire's future role in the community and now it is time for everyone to think about the design, where we can take a leadership position on Green Star environmental ratings," Cr Clarke said.
The recommended site lies within the area bounded by the Busselton Library and concept designs would be required to see how the site can best be used. It is currently also home to the Volunteer Fire Brigade, whose long-term needs would be examined concurrent with the design process.
The future use of the Shire's current administration building would also be examined as part of the community consultation process.
"The Councillors' broad preference would be for the current administration building to be made available to community groups. However, we all have an open mind on this issue if feedback from the community is different," Cr Clarke said.
In tandem with the development of a consultation strategy, the Shire's Chief Executive Officer would be asked to establish a project business plan for the design development, logistics, construction, project management and funding of the new building.
"This is a very important project to keep progressing as it is essential to the delivery of services to residents, and could contribute to the vibrancy of our CBD. We will be keeping the community informed and seek their input during the process," Cr Clarke said.
The key issues relating to the Shire's administration needs and the proposed CBD site are outlined on the following page.
END
For further information in relation to this media release please contact Julie Rawlings, Public Relations Officer on 9781 0446 or julie.rawlings@busselton.wa.gov.au
http://www.busselton.wa.gov.au/news/media/20070530

This is the H-Groups' Myboulevarde Blog. The Boulevarde Group of Shopping Centres spreads North to Newman, East to Kambalda, South to Albany and West to Busselton with Supermarkets and speciality stores this is Local Shopping at its Best. The development is proposed as part of the overall refurbishment of Newman Boulevarde Shopping Centre and the revitalisation of the area surrounding the centre.

Newman Boulevarde is located at 4 Market Place, Newman and is part of the MyBoulevarde Group of Shopping Centres, which also includes Dog Rock-Albany Boulevarde, Kambalda Boulevarde and Busselton Boulevarde. The concept plan proposed for Newman Boulevarde is just part of the Group’s commitment to bringing local shopping at its best to regional Western Australia,

If approvals for the development are granted the alfresco area will be licensed for use by the new ‘Eagle Rock Deli & Café and the new ‘Subway’ in Newman. The seating and alfresco dining areas will be designed by respected Perth based Architect, Mr Ashley Richards to complement BHP and the Shire of East Pilbarras’ Town Revitalisation Plan.

The proposed design incorporates a corner wall, which doubles as a water feature and the screening will take public art into consideration. The alfresco area will be situated adjacent to the Market Place entrance of the Shopping Centre and will be shaded by shade sails that match the existing shade sails in the Centres’ car park.

The design proposed for Newman Boulevarde enhances the overall revitalisation of the area and creates a relaxing, contemporary green space which can be used by shoppers and locals to relax and socialise in.
